Your March bills were ‘estimated’—based on your use during the past year (2007).
In most cases, this was fairly accurate, but if you had exceptionally high use 
during one or more billing periods during the past year, your ‘estimate’ may have 
been high. Meters which were ‘over’estimated will be billed only base rate until 
the reading catches up.

(If it hasn’t been destroyed  when opening the bill)...place the stub into the 
envelope so that ’Crystal Springs’ appears in the window, reseal the envelope… 
affix a stamp and drop into the mail.
