Clatsop Retirement Village History Page

In April of 1997 Russell Fluhrer, in his own generosity and that of his family and heirs, donated to the Health District the site that had been identified a first choice for building. This was the catalyst, the voice of confidence, the element of affordability that allowed this project to be approved and proceed.

 

Groundbreaking occurred in May of 1998 with lots of fanfare, dignitaries and under a tent erected by the Astoria Reserve Volunteer Fire Fighters. The next month funding was received of $8,390,000 in Senior Housing Revenue Bonds. The Governing Board that oversaw activities to this point included:  Dr. Roy Little, Joe Miller, Evelyn Bredleau, Kathleen Brady and Nelson Taylor with much assistance from Walt Wollenbecker and Howard Clarke, members of the Budget Committee.

 

PROJECT FACTS

 

Construction costs for CRV totaled $5,924,237. Other costs included site improvements, including pilings upon which this building was built, ($453,958) architect and engineering fees, ($405,741) permits and legal fees, ($74,127) development costs, financing fees, ($2,049,538) furniture, fixtures and equipment ($333,813) and supply costs and funding for the start up year of operations.

 

The building was originally designed as three connected, two-story buildings but the plan was modified to two, three story buildings to allow it to fit on the site without having to mitigate wetlands. Clatsop Retirement Village the first three story ALF in the State.  The total square footage of these buildings is 77,000 square feet and it includes 69 separate resident apartment units, 6 neighborhood kitchens, 8 employee and resident common bathrooms, three laundry rooms, a whirlpool tub room, barber and beauty shop, a space for support services and activities.

 

Architects for this building were Christopher Graeff and Randy Tomic. General Contractor was Anderson Construction. Subcontractors included: Wadsworth Electric, Thyssen Elevator, M & F Plumbing, Jim Wilkins construction, G.W. Deal Landscaping, Northcoast Phone and Bergerson Construction. Project Manager was John Hartsock and marketing consultant was Lesle Palmeri and Walker and Company. Van Kampen American Capital was the purchaser of the entire lot of Senior Housing Bonds saving us close to $500,000 in financing costs and thus funding the construction of the 2nd floor activity room that had been deleted or lack of funds.

 

The Office of Health Policy and Senior and Disabled Services granted licensure on July 19, 1999. On this date three residents moved in.

With the ultimate result today. The community has an attractive, pleasant, assisted living environment.
